Early in 2011, Kansas Health Information Network (KHIN) implemented a statewide health information exchange (HIE) to connect a broad geographic region that covers large urban and rural areas in Kansas. KHIN’s original goal was to connect 80% of all health care providers by 2016, and has far exceeded its 2011 goal of 400 providers by connecting over 1000 providers in 2011. KHIN covers a broad territory that includes all of Kansas encompassing 130 hospitals, 4500 physicians, 75 rural health and safety net clinics, 100 public health departments, 22 community mental health centers, 400 post acute care facilities, 600 pharmacies and 125 labs.



Dr. McCrary will discuss the successes and challenges of the first year, including how secure clinical messaging/DIRECT has been an early WIN and how KHIN plans to leverage state level databases including the immunization registry, prescription monitoring programs, reportable disease reporting and syndromic surveillance to prepare for Stage 2 Meaningful Use requirements. Dr. McCrary will also address the challenges associated with cross state exchange of data including healthcare policy and technology infrastructure necessary to address discrepancies associated with patient consent and “break the glass”; for example Kansas is an Opt-Out state and Missouri is Opt-In state. Dr. McCrary will also discuss the challenges associated with interoperability and the EHR vendors’ readiness to utilize XDS.b and other IHE standards for the transport of personal health information (PHI).

Currently, KHIN is preparing for a July 1, 2012 “go live” date when health data on over 1,000,000 patients will be available to KHIN authorized users. Dr. McCrary will also present an overview of the ICA CareAlign® platform, especially CareConnect which enables the exchange of patient information and secure clinical communications across this broad and diverse geographic and demographic area.
